Instead of just measuring the percentage of HTML used, it would be better to check what tags are actually used and assign points for each group of tags instead of just the percentage.
So e.g. <h1> scores way higher than <strong> and <b>.

This bug was auto-fixed (or invalidated, if you will) with the implementation of allowed tags in the checking for HTML percentage. (See: http://lillesvin.net/viewvc/phpCF/trunk/ChangeLog?revision=10&view=markup)
